Following up the fire-flames-heater "Set Fire," Toronto rapper Jazz Cartier is back with "New City New Legend," the second cut off his forthcoming Marauding in Paradise project. Dude's no fluke. As with the first song, this one has an bleak future beat from producer Lantz — this one is anchored to an omnipresent melty-bagpipe squeal and some 808 hits.

The spare production lets Cartier's manic flow take center stage, as he channels some improbable mix of Tyler, the Creator, the A$APs Rocky and Ferg, Travi$ Scott, and Danny Brown. This is some top-notch vocal hysteria.

Jazz and his Get Home Safe crew are definitely dudes to watch — just ask fellow Toronto native The Weeknd, who filmed his "King of the Fall" video at their art/party space The Palace.
